This paper focuses on the regional innovation ecosystem and policies. It gives an overview of the situation and main issues in the field of R&D and innovation in the Kaliningrad region. This research strives to analyze the main mechanisms of innovation development support in regions and the role of universities within that process as well as the main concepts in the field of innovation management on regional level and at universities. Furthermore, it discusses the interaction of the main stakeholders of innovation processes in regions, the Triple Helix theory and some other aspects related to the development of regional innovation ecosystem. Finally, this paper provides some practical innovation policy implications and mechanisms for regional innovation support.
